Connect a stablecoin holder’s redemption route to reserve, liquidity and operational risks. Use dated cases to distinguish an observed event from a broader financial-stability claim.
Start with the claim a holder actually has
A token's price target does not guarantee its market price. A dollar-referenced stablecoin may trade below a dollar even while an issuer advertises redemption at par. Eligibility, timing, transfer costs and the ability to reach the issuer affect the holder's real exit path.
Separate a currency peg from a claim on another asset. Paxos describes one PAXG as representing one fine troy ounce of gold, not one gram. Its dollar value changes with gold. A gold token therefore should not be treated as a token promising a stable one-dollar price.
Four questions about financial stability
The FSB's 2023 stablecoin recommendations emphasize governance, risk management, disclosures and clear redemption rights. They are a supervisory framework, not proof that an individual token is safe or a substitute for national law.
- Can reserves meet redemptions? Consider cash availability, asset maturity, concentration and whether a stressed sale would realize less than the reported value.
- Can the service operate? A solvent reserve is of limited immediate use if banking access, a chain, a bridge or an issuer's systems are unavailable.
- What rights can this holder enforce? A reserve attestation and a direct redemption agreement answer different questions. A secondary-market buyer may depend on an intermediary.
- Where could stress spread? Examine actual links to banks, collateral pools and payment systems. A possible transmission channel is not evidence that a particular shock has already occurred.
Two historical cases, with limits on the conclusion
SVB, March 2023: Circle's contemporaneous statement identified $3.3 billion of USDC reserve exposure at Silicon Valley Bank. The 12 March joint U.S. statement announced protection of all SVB depositors, with access from 13 March. It did not announce permanent government insurance for every USDC holder. The earlier claim that one Treasury guarantee alone restored the market price overstated what these records establish.
Tether, October 2021: the CFTC ordered a $41 million penalty concerning misleading reserve representations. This was separate from the $1.5 million Bitfinex penalty in the same release. It is a dated enforcement record, not a current reserve audit. The old undated S&P rating has been removed instead of being carried forward as today's assessment.
Legal dates require more than the label “draft”
The GENIUS Act became Public Law 119-27 on 18 July 2025. Section 20 uses the earlier of 18 months after enactment or 120 days after specified final implementing regulations. That does not establish that all requirements are already operative. The old assertion of a blanket 24-month algorithmic-stablecoin ban has been withdrawn; readers should use the enacted provision relevant to their question.
MiCA Article 149 sets 30 June 2024 for Titles III and IV and 30 December 2024 for general application, with enumerated exceptions. Classification, authorization and transitional rules still matter. This article does not certify a token's compliance in the U.S., EU, Japan or Korea.
A small stress exercise
Imagine a hypothetical issuer with 100 units of redemption liabilities and reserves reported at 100. If only 15 units are immediately available and requests for 25 arrive before the rest can be realized, the timing gap is 10 units. That arithmetic alone does not prove insolvency: valuation, sale proceeds, settlement timing and legal access still have to be checked. Conversely, a matching headline reserve total does not establish instant liquidity.
The former 7.9%, 84% and 63% claims lacked a reproducible definition and source in this review. They have been removed, as have the single-wallet Terra origin story, exact USDC low and forecasts about Korea. Their removal is not a finding that each opposite claim is true. This guide now focuses on evidence a reader can inspect and the conclusions that evidence can support.
Revision history and scope
Reviewed 19 October 2026. Corrected the gold-token unit and U.S. legal status; removed unsupported market-share statistics, price lows and causal claims.
24 October 2026: Moved the earlier correction note below the lesson and added a reader-focused introduction. This is a presentation edit; the earlier factual review date is unchanged.
